Open Question: Why is Stockton, California where all the illegal Mexicans live?

I sometimes go to a town in California, it's where I sometimes work. That town is full of Mexicans. I heard it was rated one of the worst cities in the country. Why is this? Why does the government put Mexicans all over a town, then call the town miserable? If they make it miserable, why doesn't the government deport them? Why just Stockton? Why not Oregon or Ohio?
